Problem:
When trying to preview (any) design element locally in the web browser from a V8 Designer Client, a 404 (File not found) error displays.

The problem is reproducible.

Additional information:
- client operating system is Windows XP Pro, Service Pack 2
- launching the nhttp.exe task manually from a command line brings this error:
"Error - unable to Bind port 80, port may be in use or user needs net_privaddr privilege"
- Port 80 is NOT used by any other program (both checked with netstat -a and ActivePorts)
- reproducing the same scenario with a pre-V8-Notes Designer Client does not create an error; it works. The problem is limited to V8 (Gold).
- launching the http task of an ND8 server on the same machine works
- user does have (standard) administrative privileges on the XP workstation
- preview of the design element from a server (both ND8 and before) works
